RTI बिल २०१९: चर्चा एवं प्रभाव

२००५ का RTI एक्ट भारत के सामाजिक व राजनैतिक संदर्भ में एक मील का पत्थर साबित हुआ है। इस एक्ट के अंतर्गत कोई भी भारतीय नागरिक किसी भी पब्लिक संस्था से जानकारी प्राप्त करने का अधिकार रखता है। २०१७ की एक मीडिया रिपोर्ट के अनुसार केवल वर्ष २०१५-१६ में ही ९.७६ लाख RTI आवेदन प्राप्त हुए।

हालाँकि दायर किए हुए आवदानों में से एक बड़ा प्रतिशत ख़ारिज कर दिया जाता है जो कि RTI व्यवस्था में अधिक पारदर्शिता लाने का संकेतक है, २०१८ में लाए गए नए संशोधन एक बार फिर सामने आए हैं।

RTI एक्ट के संशोधन हेतु बिल जुलाई १९, २०१९ को लोक सभा में पेश किया गया।

RTI एक्ट में वांछित संशोधन

RTI बिल मुख्य सूचना आयुक्त तथा सूचना आयुक्त के कार्यकाल व सेवा की शर्तों में बदलाव प्रस्तावित करता है। यह बदलाव राज्य तथा केंद्र दोनो ही स्तरों पर किया जाना है जो इन्हें केंद्र सरकार के अधीन ले आएगा।

गहराई से देखने पर मुख्य सूचना आयुक्त तथा सूचना आयुक्त का कार्यकाल वर्तमान में ५ वर्ष या अधिकारी के ६५ वर्ष की आयु पूर्ण करने तक होता है किंतु RTI बिल के तहत इस कार्यकाल का निर्धारण अब केंद्र सरकार के अधीन होगा। केंद्र सरकार अधिकारियों के वेतन तथा भत्तों सम्बंधी निर्णय भी ले सकेगी। वर्तमान में यह चुनाव आयोग की वेतन पद्धति के अनुरूप है।

RTI बिल पर प्रतिक्रिया

RTI बिल में सुझाए गए संशोधन का एक मुख्य कारण यह बताया जा रहा है कि चुनाव आयोग तथा सूचना आयोग के कार्य पूर्णतया अलग हैं। बिल के समर्थक यह विश्वास करते हैं कि इस बदलाव से RTI एक्ट का कार्यान्वयन अधिक सुलभ हो जाएगा।

इसके विपरीत प्रस्तावित संशोधनों की RTI कार्यकर्ताओं एवं सूचना आयुक्तों ने निंदा की । इन्होंने चिंता व्यक्त करते हुए इन संशोधनों से प्रणाली में पारदर्शिता पर प्रश्न चिन्ह लग जाने का ख़तरा बताया। RTI बिल से सूचना आयोगों के कार्य निष्पादन में व्यवधान आने पर भी चर्चाएँ की जा रही हैं।

परिवर्तन की राह

भारतीय RTI एक्ट को विश्व में अपनी तरह की अनूठी पहल के रूप में देखा गया है हालाँकि इसके सही कार्यान्वयन हेतु हमें अभी एक लम्बा रास्ता तय करना है। क्या RTI बिल पारित हो पाएगा और इसके सूचना आयोग पर क्या प्रभाव होंगे? यह तो वक़्त ही बताएगा।

The RTI Bill 2019 Debate: Understanding The Deeper Implications

The RTI Act of 2005 has been nothing short of a breakthrough in the Indian socio-political scenario. The regulation enables any citizen to seek information from any public body. A whopping 9.76 lac applications were received in 2015-16 alone as per a 2017 media report.

While the high rejection rates still plague the system and are indicative of a greater need for transparency in the RTI request disposal format, new developments building on the 2018 initiatives have also sprung up on the horizon. A new bill to amend the RTI Act was introduced on July 19, 2019 in the Lok Sabha.

The Proposed Amendments

The bill proposes to modify the office terms and service conditions of the CIC (Chief Information Commissioner) and the IC (Information Commissioner) at both the state and the central levels, bringing them under the umbrella of the central government.

To go deeper into the proposed amendments, the tenure of the CIC and IC at present is 5 years or until the officer attains the age of 65 years. However, the bill seeks to change this as per the discretion of the Central government. Secondly, it is also proposed to change the allowances as well as the salaries on the prescription of the Central government in contrast to the current structure which mimics the pay scheme of the Election Commission of India.

Reactions to the RTI Bill

The RTI amendment is being brought in with the reason that the functions of the Information Commissions and the Election Commission of India are fundamentally different. Those in favor of the bill have indicated that the move will help implement the act in an easier way.

On the other end of the spectrum, the proposed amendments have been criticized by RTI activists and Information Commissioners themselves who have expressed concerns over the dilution of the transparency in the system should the RTI bill be passed. There have been discussions around the possible interference this amendment would cause in the seamless execution of the ICs.

The Way Ahead

The Indian RTI Act has been considered by some to be one of its kind the world over though we have a long way to go in terms of ensuring its proper implementation. Will the RTI Bill be passed and what will be the implications on the IC machinery? Only time will tell.

THE SAVIOR

There’s much more to the highway than the roads and the travelers. On both sides of the highway runs life and in its midst, death. The highway, though, bears a silent witness. You never realize when a journey across the road becomes an unintended trespass into that, which lies beyond. Life, then, can never be the same.

A chance encounter with something sinister, staring you right in the face is one that leaves you with memories that haunt you for a lifetime. The cold winter night was ominous enough to keep us packed in our blankets as the car sped along the highway to Jaipur. On the back seat lay my little sister tugged into the arms of my Mom. My Dad, the experienced driver that he is, had his eyes set in the distance, his gaze piercing the winter fog that had engulfed us, looking back with a bland face that had no form. I sat beside him, the newfound navigator, looking out across the window that blared cold as the car lost its way deep into the remoteness of the highway.

”Shit!” murmured Dad, slowing the car down, steering it to one side of the road. I wondered if that was really necessary; there was no vehicle in sight for as far as the eye could wander. The mist had cleared. ”There!” exclaimed Mom. In the space between the seats, I could see her hand pointing towards something. It wasn’t really clear but appeared to be a distant hut with a faint lamp dangling across the roof that had well outlived its time.

The car neared the light. It wasn’t really a hut now, but a makeshift roadside dhaba or eatery as they are called in local parlance, the kind you see by the side of the highway every ten miles or so in this part of the world. And it was well-lit on the front facade which directly faced us as we parked the car, turning the jaded engine off.

It was then that I realized it didn’t all really feel right. Something, somewhere was just not right, the way it was meant to be. Maybe it was the rows of the familiar glass containers rendered dusty by the highway dirt or the woven khats that lay empty out in front of the dhaba or even the Doordarshan montage that played on an archaic Cathode Ray Rube TV Set lodged on the counter, bringing back the nostalgia of times bygone: I hadn’t really seen the montage and its haunting tune in ages. There was something very wrong about that place. Very wrong.

There are things that are right, things that are wrong, and things that fall somewhere in between filtered by the perspective of the onlooker. However, here, I knew, was something that was terribly wrong. Through the glass of the window, unclear as my inner self, I could see a woman sitting on the chair.  A tall, well-built structure, her head covered, facing the television. I could well see she was all decked up in fineries as the window rolled down.

”Madam!”, shouted my father, ”Is this the route to the highway?”. A gush of wind, dead as ice entered through the window and I realized I was shivering. The breeze carried a muddy odor that bore the fragrance of a time long lost.

The woman, her back to the window, began turning her face. My pupils dilated in utter horror as her neck spun a whole 180 degrees; she was now facing us albeit only with her face that was stern and frigid, dead as the winter wind. ”You’ve lost your way!” she whispered, her voice barely audible.

Suddenly, out of nowhere appeared a man, a stout and plump figure, putting his leg on the very chair, oblivious to the lady’s presence. My heart was pounding fast– if we could see the woman, why couldn’t he? ”There!” he continued, in an authoritative tone, ”go straight for a mile and turn left to meet the highway.”

”There you go!” he yelled and the next thing I heard was the squeal of the wheels spinning fast with a jolt. We were back again on the highway a mile later as the man said. Gasping for breath, my father stopped the car in the middle of the road. ”The lady!” I screamed, ”did you see her?”. ”Her neck, ” my Mom shrieked, ”it wasn’t right!”

I wanted to speak so much but the words failed me. None of us uttered a word as we drove back silently.

Author’s Note: A true story from the author’s diary that draws upon an incident that happened on the author’s travels in Chittaurgarh, Rajasthan, India. Later, similar incidents stormed the media where lost travelers were misled by a woman by a roadside dhaba, drove to their death. The author still ponders over the identity of the man who saved his life that fateful day. Who, really, was this savior?

The Lion Pose

  • Kneel down on the floor. Cross your ankles in such a way that the right ankle crosses the back of the left ankle.
  • Your feet must point out on both sides. The perineum should press on the top of the heels.
  • Place and spread your palms on your knees and press them firmly.
  • Inhale, open your mouth and stretch out the tongue. Curl the tip of the tongue towards the chin. The muscles of the throat should be contracted and your eyes must be open wide.
  • Exhale when you produce a sound of “Ha!”. Repeat this a few times.
  • If you have an injury on your knees, do not sit on your knees but sit comfortably on a chair when you do the posture.

The Mountain Pose

  • Stand with your feet and legs together and keep the heels slightly apart.
  • Place your arms at the sides with your palms facing downwards. Keep the spine long and the shoulders pushed back away from the ears.
  • Spread the toes and press all the four corners of each of your foot onto the mat.
  • Close your eyes and bring hands at the centre of the heart. Hold for 3 breaths fully inflating your lungs and lighten the upper body.

     Standing Side Lean

  • Bring your arms overhead and interlock the fingers. The thumb and the index finger are not to be interlocked.
  • Now, squeeze your arms towards the ears gently.
  • Press the feet down when you inhale and stretch over towards the right.
  • Press your feet down when you exhale and pull your belly towards your back, then return to the centre.
  • Repeat this with left hand side of the body. Finally, return to the mountain pose.

    Cobra Pose

  • Lie with your face down on the mat.
  • Place your palms slightly more than the width of the mat and the palms should be in line with the breastbone.
  • The elbows should be bent. Pull yourself on your fingertips and your elbows should point towards the sky and out towards the sides.
  • Press your fingertips, toes, and pelvis into the floor. When you inhale, reach through the crown of the head and keep your spine long and straighten your arms while lifting your chest off the mat. Hold this pose for 10 breaths.

    Phalakasana (Plank Pose)

  • Grip the mat firmly and round the upper back and shoulders.
  • Ensure that the butt stays in line with the body.

The body should be firm in this posture and not sag. Hold this posture for about 30 seconds.

Bridge Pose

  • This pose is good for the lower back and the thighs.
  • Lie down on your back, bending your knees in such a way that your feet rest on the floor.
  • The distance between your feet and buttocks should be the same as your hands.
  • Lift your body in the upward direction. Continue doing this 5 times and then release.

Building the car step by step

So, here’s how to make a rc car with camera:

1. Begin by taking the wooden plank and cut it into the desired shape. Drill in holes and attach sleeves for the motors on the four corners. Firmly lock the motors in place and use bearings when attaching them.

2. Bend a sturdy wire into a wide “U” shape and solder it to an iron nail in the middle. Bend the two ends of the wire in the form of hooks and attach them to the motor sleeves. Next, attach the servo motor to the central nail such that the servo’s motion should cause the motors to steer from side to side on the sleeves.

3. Lock the servo motor in its place with clamps on the wooden chassis towards the centre. Connect all four motors in a parallel combination.

Attach the central nail of the “U” shaped wire to the servo motor to make the steering mechanism 

4. Attach the receiver, batteries, brushed ESC, APM 2.8 flight controller, GPS module, and telemetry circuit on the chassis.  

Connect the Telemetry unit, receiver, GPS module, and steering servo to the APM controller

5. The steering servo motor, the receiver, the GPS, and the telemetry unit will all be attached to the APM controller and the intended places as marked on the controller itself.

6. Finally, attach the FPV camera module connected to the video transmitter. At the receiving end, connect your mobile phone to the receiver module. You wanted to know how to make a remote control car with camera, right? Well, this is it!

7. Once done, test the car on flat ground and also try out the return to launch point mode, wherein the car would return to the starting point using GPS.

Upload this as a takeoff mission on the user interface and the software would send the wave points to the car immediately.
